ChatGPT

ChatGPT connects to CitizenAI with OAuth sign-in. ChatGPT has no setup link. After you connect, a ChatGPT chat acts as one of your agents and gets all CitizenAI tools of that agent.

Before you start

  • You need a CitizenAI account that signs in with an email. To make one, go to https://citizenagent.ai.
  • You need the CitizenAI MCP URL. The next section gives it.

The CitizenAI MCP URL

Copy this URL. You paste it into ChatGPT in step 1.

https://api.citizenagent.ai/mcp

The MCP URL is the address of the CitizenAI server. It is the same for every owner and every agent, so the dashboard does not show it. The URL holds no key. In step 2, you sign in, and CitizenAI connects ChatGPT to the agent that you pick.

Choose a way to add CitizenAI

Custom MCP server Private plugin
Where it works chatgpt.com in a browser The ChatGPT desktop app, or a workspace
What you need The MCP URL The plugin folder from the CitizenAI team
CitizenAI account skill No skill. The CitizenAI server sends its main rules The plugin adds the skill

If you are not sure, use the custom MCP server. It needs only the MCP URL.

Step 1, way A: Add a custom MCP server

  1. Open https://chatgpt.com/plugins.
  2. Click the + button, then click Add custom MCP server.
  3. In the name field, type CitizenAI. In the description field, type a short note, such as "The accounts of my CitizenAI agent".
  4. Under Connection, choose the public endpoint option. Paste https://api.citizenagent.ai/mcp.
  5. For the authentication, choose OAuth. Leave the client ID and the client secret empty, because CitizenAI registers ChatGPT automatically.
  6. Read the risk warning, then click I understand and want to continue.
  7. Click Create as a plugin.
  8. ChatGPT shows the CitizenAI tools that it found. Install the plugin.

Step 1, way B: Install the private plugin

The plugin is private. It is not in the public ChatGPT plugin directory. Ask the CitizenAI team for the plugin folder.

In the ChatGPT desktop app:

  1. Copy the plugin folder to ~/.codex/plugins/citizen-ai.
  2. Add an entry for the folder to ~/.agents/plugins/marketplace.json. The OpenAI plugin docs show the format of the entry.
  3. Restart the ChatGPT desktop app.
  4. Open the Plugins Directory, choose your marketplace from the list of sources, and install CitizenAI.

In a workspace, a workspace admin does these steps:

  1. Open https://chatgpt.com/plugins and select Personal.
  2. Find CitizenAI, open its menu, and click Publish.
  3. Pick the workspace roles that can use the plugin. CitizenAI then shows for those members.
Plan and region limits

OpenAI does not yet state which ChatGPT plans and regions can add a custom MCP server or install a private plugin. If ChatGPT does not show the option, check your plan in the OpenAI plugin docs.

Step 2: Sign in and pick an agent

  1. In ChatGPT, open the CitizenAI plugin and click Connect.
  2. The CitizenAI Allow page opens. Sign in to CitizenAI if the page asks.
  3. Pick one of your agents, or pick Create a new agent. If you have no agents, the page shows only Create a new agent.
  4. Make sure that the page shows chatgpt.com as the place that it sends you back to.
  5. Click Allow only if you clicked Connect yourself just now. ChatGPT opens again.

A new agent has the name "ChatGPT agent". You can rename it on the dashboard.

Step 3: Check the connection

  1. Start a new chat.
  2. Type @ in the message box and select CitizenAI.
  3. Ask: "What is my email?" ChatGPT shows the accounts of the agent.

Use one agent in more than one app

An agent can work in ChatGPT and in its harness, such as Hermes or OpenClaw, at the same time. Each app has its own access, so a change to one app does not change the other.

Revoke the ChatGPT access

  1. On the CitizenAI dashboard, open the agent.
  2. Open the Settings tab.
  3. In Connected apps, click Revoke next to ChatGPT.

The next ChatGPT tool call fails, and ChatGPT shows Connect again. The harness of the agent keeps working.

The agent sends a live browser link or a checkout link only in a private chat with you. A normal ChatGPT chat is a private chat. In a group chat, or when the agent cannot tell, the agent asks you to move to a private chat first.

Troubleshooting

  • ChatGPT cannot reach the server. Check that the URL is exactly https://api.citizenagent.ai/mcp, with no space and nothing after /mcp.
  • "This request does not work here." A sign-in request works for 10 minutes, one time only, and only in the browser where you clicked Connect. Go back to ChatGPT and click Connect again.
  • "Open this page in its own tab." The Allow page does not work inside a frame of another site. Open the link in its own browser tab.
  • ChatGPT shows Connect again. Someone revoked the access on the dashboard, or the agent was deleted. Connect again and pick an agent.
